Today, 189 countries have joined the Paris Agreement. In July 2020, the World Meteorological Organization (WMO) announced that it would estimate a 20% probability of global warming relative to pre-industrial values of more than 1.5 degrees Celsius in at least one year between 2020 and 2024, with 1.5 degrees Celsius as a key threshold under the Paris Agreement.  Nature studies indicate that from 2017 on none of the major industrialized countries implemented the strategies they had planned and did not meet the emission reduction targets they had promised, and even if this were the case, the sum of all accession commitments (from 2016) would not keep the global temperature increase “well below 2 degrees Celsius”.   The United States, which is still on the un-ratified list of 187 people, has begun withdrawing from the agreement in 2019 and will retire on November 4 of this year. President Donald Trump doubts that greenhouse gas emissions are causing dangerous levels of global warming. International agreements are initially signed to indicate their intention to do so, but they only become binding through ratification. It may be an act of Parliament or some other formal adoption. Processes vary from country to country. Former U.S. President Barack Obama used controversial executive powers to ratify the 2016 Paris Agreement. Under the UNITED Nations Framework Convention on Climate Change, legal instruments can be adopted to achieve the convention`s objectives. For the period 2008-2012, measures to reduce greenhouse gas emissions were agreed in the 1997 Kyoto Protocol.
The scope of the protocol has been extended until 2020 with the Doha amendment to the protocol.  In November 2020, President-elect Joe Biden said the reintroduction of the Paris Agreement would be a priority for his new administration.  Since then, Turkey has argued that it is a developing country and that it has gained special circumstances allowing it to opt out of the provision of financial resources. But it still cannot access climate money, a condition that President Recep Tayyip Erdogan has said must change if Turkey wants to ratify the deal. However, it is important to remember that the Paris agreement is not static. Instead, it must strengthen countries` national efforts over time – meaning that current commitments are the terrain, not the ceiling, of climate change ambitions. Labor`s emissions – continuing to reduce emissions by 2030 and 2050 – have yet to be implemented and the agreement provides the instruments to ensure that this happens. The agreement aims to address the threat of global climate change by keeping global temperatures well below 2 degrees Celsius above pre-industrial levels this century and to continue efforts to further limit the temperature increase to 1.5 degrees Celsius.  The Paris Agreement is an environmental agreement that was adopted in 2015 by almost all nations to address climate change and its negative consequences. The agreement aims to significantly reduce global greenhouse gas emissions in order to limit global temperature increase to 2 degrees Celsius above pre-industrial levels this century, while continuing to pursue ways to limit the increase to 1.5 degrees.
